Advocacy on Viral Hepatitis is definitely set as part of the FOAESP’S agenda

The policy advocacy about issues linked to Viral Hepatitis is now officially set as part of the State of São Paulo Forum on NGO/AIDS (FOAESP). By the end of January, during the annual planning meeting, the NGOs linked to FOAESP registered a document that will guide the actions at social control and policy advocacy on Viral Hepatitis by 2018.

During the meeting, the coordinator of the Secretariat of Health of São Paulo (SES-SP) Programme on Viral Hepatitis (PEHV-SP), Sirlene Caminada, reported the updated data on Viral Hepatitis in the state. Among the HIV- infected population, the co-infection with hepatitis C is 14,11% and the co-infection with hepatitis B, 9%.

Among the issues reported, Caminada reinforced the need to extend diagnosis during prenatal care and to stimulate hepatitis B immunization, especially among vulnerable population. Still according to the PEHV-SP coordinator, it is necessary to rearrange the logistic of the treatment in order to extend and democratize the access, regardless the patient fibrosis stage level, aiming to ensure the supply of medicines for hepatitis C. At the public services, the actions on prevention must encourage testing, the confirmatory diagnosis by PCR, the treatment of the co-infection as well as introduce the concept of cure after appropriate treatment.

In the FOAESP’S Guidelines on Policy Actions it was listed the following priorities:

-  Stimulate Hepatitis A and B immunization coverage as well as hepatitis C testing, specially for individuals aged 40 and older.

- Propose and monitor the creation of the Technical Chamber on Viral Hepatitis in the state.

- Due to the Hepatitis A outbreak in the State, it arises the necessity of extending the information and referrals, first and foremost among the more affected and vulnerable populations (as MSM and others).

- To ensure hepatitis C periodical testing among the PLWHA, as determined by the protocol.

The funding for the activities

The Parliamentary Front Against STD/HIV/AIDS at the Legislative Assembly of São Paulo (Alesp) defined, last February 8, at a meeting held with the FOAESP’s president, Rodrigo Pinheiro, the agenda for the first semester. According to the Alesp agenda, the public hearing to discuss the funding for Policy Actions against HIV/AIDS through the Ministry of Health’s Ordinance 3992/2017 is scheduled to April or May. Among the Organizations, the State Council of Municipal Health Secretaries (Cosems/SP), the Secretariat of Health of São Paulo (SES-SP) and the FOAESP will be invited. Besides the Organized Civil Society, it is hoped to mobilize the State STD/AIDS and Viral Hepatitis Coordinations.

Advocacy das hepatites entra definitivamente na agenda do FOAESP

O advocacy das ações das hepatites virais (HV) entrou definitivamente na agenda do Fórum das ONG/Aids do Estado de São Paulo (Foaesp). No final de janeiro, em reunião anual de planejamento, as ONG associadas ao Foaesp fizeram constar do documento norteador ponto específico para as ações de controle social e advocacy das hepatites virais em 2018.

Durante a reunião, a coordenadora do Programa Estadual de Hepatites Virais (PEHV-SP) da Secretaria de Estado da Saúde de São Paulo (SES-SP), Sirlene Caminada, apresentou dados atualizados sobre as HV no Estado. São coinfectadas com hepatite C 14,11% e por hepatite B 9% das pessoas com HIV em seguimento no Estado.

Entre outros pontos, Caminada sublinhou a necessidade de ampliar o diagnóstico das hepatites no pré-natal e estimular a vacinação da hepatite B especialmente entre populações vulneráveis. Ainda segundo a coordenadora do PEHV-SP, é necessário mudar a logística de tratamento de modo a democratizar e ampliar o acesso, independente do grau de fibrose, visando a garantir o fornecimento de medicamentos para a hepatite C. E nos serviços, as ações de prevenção devem incentivar a testagem, o confirmatório do diagnóstico com PCR, o tratamento da coinfecção e inserir o conceito de cura após tratamento adequado.

No Documento Norteador das Ações Políticas do Foaesp foram elencadas as seguintes prioridades:

- Estimular a ampliação da cobertura vacinal das hepatites A e B e a testagem em hepatite C, principalmente para as pessoas acima de 40 anos.

- Propor e acompanhar a criação da Câmara Técnica de Hepatites Virais no estado.

- Diante do surto de hepatite A no estado, há a necessidade de ampliar informações e encaminhamentos, sobretudo junto a populações vulneráveis ou mais afetadas (como HSH e outras).

- Garantir a testagem continuada da hepatite C entre as PVHA em seguimento, conforme definido em protocolo.

Financiamento das ações

A Frente Parlamentar de Enfrentamento às DST/HIV/AIDS da Assembleia Legislativa de São Paulo (Alesp) definiu na quinta-feira (08/02), em reunião com o presidente do Foaesp, Rodrigo Pinheiro, a agenda para o primeiro semestre. A depender da pauta da Alesp, foi programada para abril ou maio, Audiência Pública para discutir o financiamento das políticas de enfrentamento do HIV/AIDS e das hepatites virais no Estado a partir da Portaria 3992/2017, do Ministério da Saúde. Serão convidados o Conselho de Secretários Municipais de Saúde do Estado de São Paulo (Cosems/SP), a Secretaria de Estado da Saúde de São Paulo (SES-SP) e o Foaesp. Além da Sociedade Civil Organizada, espera-se mobilizar as coordenações de DST/Aids e hepatites virais no Estado.
